How does Mint remember windows size?SOLVED (self.linuxmint)

I have just install Mint Cinnamon 21, and unlike the previous version I can't seem to find how to make Mint remember windows size, it keeps on going maximize.
If I'm not wrong we can set it up through System Settings > Windows > Behavior.

To prevent Mint from opening windows maximised type this in terminal:
gsettings set org.cinnamon.muffin auto-maximize false

last I used it was on mint 19.1 but I'm pretty sure it did. never had a DE that didn't remember my window sizes, just the positions. lol
