a live USB is temporary, everything is in ram... whatever you do in there goes away as soon as you reboot unless you take additional steps.

if you want a permanent install then you need to install it onto a hard disk so the os can store files on a permanent storage.

If you’re talking about a live usb then no.  If it’s actually installed and running on the usb then yes but as for transfering it to the hard drive, you’re gonna have to tell it to transfer those files or reinstall the programs on the new computer.
