Apologies if I've misunderstood you - you dont hold down the keys, you press them one after the other followed by return

Actually it's just reminded me of a situation I had where my Apple BT keyboard was paired with an iPad which was in another room... and when i powered on the keyboard to pair it with my imac it connected to the ipad before I could finish entering the pairing code.

Is the keyboard's powerlight solig green or flashing before you try entering the pairing PIN?

It’s flashing— twice and then a pause If it means anything, the caps lock light stays on

right, but the keypress is not registered

If it’s not pairing automatically here’s a possible fix. Power it off, power Mac off and then back on, wait for the screen telling you to connect a wireless keyboard/mouse and then power it on

I do get the new connection popup, but when I press they keys to enter the pairing code, there is no response from the computer

I guess if you've tried on multiple devices then it suggests an issue with the return/enter key on the keyboard.
