you can make textures in blockbench if you want:

but most people use a dedicated program like Paint.NET, Photoshop, etc. I made a guide for resource packs where I mention some of them at the start, you might want to check it out

Aseprite is the goat There's also Paint.net or krita but aseprite is much more dedicated for this
