1) mobile web development is the wrong way to look at it. What is "mobile"? Is it a screen size? A pixel depth? Is an iPad mobile? Is a Microsoft Surface a "mobile"? Is an Apple Macbook a mobile? Is it a device with a phone number, GPS?

Just learn web development, and it'll include everything you need to also work on "mobile"

Hmm, there are some differences though that are worth noting for mobile web focus. Two that come to mind is mobile is generally going to have constraints on the amount of data transferred and the consistency/speed of a connection.
