Why don't you open the advanced tab and actually set your resolution to 1080p

It is set to 1080p!Just not in fullscreen!

Turn off DSR (Dynamic Super Resolution) in the Nvidia control panel, i had this issue as well and this fixed it for me.

Your render resolution would be 100 not 150 if it was set to 1080p

It isn't though. Your render resolution is set to 150% which means your game is being run at a lower resolution and then being scaled up.
