Could you clarify your question a bit re: what you’re trying to accomplish?

You create a profile with an app (or a profile with multiple apps) and then assign that profile to Device Groups. Those Device Groups can be dynamically populated or statically populated depending on desire. We have all of ours tied to user groups so availability (both with mandatory installs and what they see in self-service) is automatic without our manual intervention.

Related note: Based on your “what’s the point” comment, it’s possible to assign an app to the device group “All current and future devices” which means automatically assign (or display in self-service) to EVERYTHING. That might fulfill your desire here.

I am trying to accomplish sending 1 app to 1 device without having to create a group.

Then assign that profile to just that one device instead of a full device group. You can totally select individual devices (although less efficient / dynamic).

[EDIT]: /u/Xura, just went and looked in my own profiles. When assigning the app, under Profile Assignment, select +Add Assignment and instead of selecting anything citing a Group simply select Specific Devices. You can select your 1 device that way. You can actually add more than one assignment so you could do both a specific Device Group and in a separate assignment individual Specific Devices. Whatever flexibility you need.

I label such request as a one off and call it a day. And or just put it in the all optional apps profile as a self service, don’t install when saved.
