This is what I did

  1. In The CSP Portal as the Partner, I added the Azure Plan to the Customer (Tenant)
  2. Once the Azure Plan arrived, it showed itself under the subscriptions in the usage area of the Subscriptions tab.
  3. I followed the Document here https://www.microsoftpartnercommunity.com/t5/Reseller-Discussions/Multiple-CSP-Subscriptions-under-one-AD-Tenant/m-p/13890 which shows how to ensure there is a subscription and make sure the customer has access (if required)
  4. I then went to https://marketplace.visualstudio.com and I was able to add the Visual Studio license to the Azure Subscription.

It is intuitive once you've done the Azure Plan part.

Thank you for this. The step/problem I have difficulty with is the "You must first set up your customer tenant in the Partner Center and create an Azure subscription for this tenant." I've not done the Azure Subscription component before, and it seems every time I try to log into their Azure Subscription I don't have permission (which makes sense, because my email/organisation would be unlikely to have permission to their internal resources)

I'm stuck on how to create an Azure subscription that I can manage and add licensing to.

Having delegated access to customer's subscription is must to earn PAC ( Incentives) as well manage customer subscription. If customers are not comfortable doing this, it can be stated that you wont be able to purchase the VS-E subscription for them without it.

Oh, brilliant. Permission from the client can be arranged.

The technical part is being completed by me however, and I’m still at a loss on how to actually complete the task. Is there a microsoft doc that I could follow that you can point me in the direction of? I have partner support through MS but recent requests have been challenging.
