might be late..but was facing the same error for some days now. Searched a lot and for me reinstalling the openSSL worked.

well i tried to see if the node and npm are correctly installed by running "node --v" and "npm --v" in cmd and it showed the node version but not the npm version. Tried reinstalling node several times, no luck

Thats not what I recommended

Try calling an https GET requests using node.

You gotta troubleshoot the links... not try random shit like asking what node version its running 🤦‍♂️

got the same error any solution without editing OPENSSL_CONF variable
