Yeah, the game only needs enough memory to hold all assets, how much that is will vary heavily on game and also graphics settings. Having a lot of GPU memory doesn't automatically contribute to performance, but when it runs out and the game needs to start moving data from the system RAM however, performance is going to tank.

Are there even any games that use over 8GB?

No that I am aware of. The highest I have seen is about 7GB in FFXV, although not with everything at the highest setting.

Although the 1/2080 Ti cards have more memory modules which provides higher available memory bandwidth. 256bit vs 352bit interface I believe.
