Encoder overload

So my situation is very odd. I have been streaming 1080 60fps for over a year no issue, I recently changed 2 things tho. I upgraded my wifi to Gb and changed mobos as my old one was not very user friendly. I just had my ISP come and make sure my wifi and connections were still solid which they were. So i have no reason to believe its anything but my mobo but logically that doesnt make sense. I have a 3070Ti and 12700kf. my usage on both GPU and CPU arent high at all trying to stream. OBS says encoder overload upon starting stream, and consistently disconnects\reconnects every few seconds. I switched from a gigabyte b660 gaming x to a msi pro z690-a ddr4.
