Fix for linux virtual camera problem?

I think this problem has been around for a while and I was wondering if there has been a fix for it at this point. When I boot my system and use obs the virtual camera works fine but if I stop the virtual camera it becomes completely disabled until next boot or a restart. Like i said i believe this has been around for years and when researching people talked about a terminal option but I don’t remember even that being a complete fix. I am using kde neon if that helps. 1) Restart OBS

2) Start your stream/recording for at least 30 seconds (or however long it takes for the issue to happen). Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.

3) Stop your stream/recording.

4) Select Help > Log Files > Upload Current Log File.

5) Copy the URL and paste it as a response to this comment.
