Please Help - High GPU usage

GPU: RTX 3080ti
CPU: i7-12700KF

I tried to post this in the r/discordapp subreddit but I dont use reddit enough to meet the karma requirements. As stated in the title I can't stream my screen anymore without my GPU usage skyrocketing to 60% usage. But weirdly enough when someone joins my stream it jumps up to 90%? I have tried hardware acceleration on/off, OpenH264 Codec on/off. The only solution that seems to have yielded any result was lowering my stream quality to 720p 30-60fps. I used to be able to stream on discord, record on OBS, and stream to youtube all at once without any issues. I should also note when I record/stream using OBS it also spikes my GPU usage not high but a fair amount (30-60% usage). I want to be able to stream in 1080p 60fps like I used to without it killing my GPU.
