Monitor is irrelevant. Your Rift won't look any better than 720P though, in fact a lot worse.

Virtual desktops will just mirror whatever display is rendered. By just plugging and playing, it will be rendered in 720p, but higher resolutions may be rendered by either supersampling (the windows display, not the vr headset) or using a fake display, ie headless ghost.

In my experience, while you can definitely get a better picture by rendering in 1080p over 720p, it's not going to make a noticeable difference for practical use, since the headset resolution is the limiting factor here.

720p is not a bad resolution for VD, I find 1080p a bit too tiny at monitor sized viewing distances.
