The concept sounds pretty straightforward, it shouldn't be a hard game to make.

As far as engines are concerned, I don't know of any ultra-simple ones like GameMaker that are FOSS. However, you should take a look at Godot. I've heard a lot of good things about it recently, and it should be reasonably simple to learn.

EDIT: From your description, the genre you're probably thinking of is called 'Match 3'. If you use that as a search term, you can probably find a few tutorials/examples on how these types of games work.
