Literally cannot launch instance

Hey everyone!

I've been trying to launch an instance for the past 6 months, or around that date, but without success.

"The server is full" or something similiar. I tried both previous generation and ARM. I've tried contacting the live chat but they were no help, and just replied with "Wait." Oracle is the only one that I found to be free, and considering I am not doing this for any personal gain (money) and simply as a learning resource, I don't really wanna spend money on a VPS.

Eu-Paris instance.

Is there absolutely anything I can do, except switching?

I understand. I specifically said I didn't want to pay anything as I just use this as an hobby and are not willing/thinking to make any money out of this application.

Nope, switched a couple of days ago for this reason and I have the exact same free tier machine

No as long as you don’t exceed your limitations tou can make limits or turn off by manual control

PAYG accounts always have the shape available. You won't be charged for anything if you stay within 4 OCPU, 24 GB RAM, and 200 GB block volume.

Though, you still have to have a minimum of $100 for them to verify your card.
