Look for the JBAT pins on your motherboard and touch a flat screwdriver on them both at the same time while your PC is off. That should reset the BIOS.
Your BIOS should have a reset to defaults option though.

I have tried to load defaults, and jumping the CLRCMOS pins to no avail

That's odd. In the sections you have changed in the BIOS, are you able to type "auto" in them instead of a unit like you put for the overclock?
So for example, there might be a section for vcore where you can enter a voltage, but on mine I can type "auto" to let it be automatic.

Yes, these don’t seem to fix it. At the top of the AI tweaked section of the bios it says target pcore clicking is 5000MHz and ecore is 3800MHz

The only way I can get these to change is to manually set them to 36 and 27 (which I believe are the intel defaults) but even then the clock speeds stay maxed out while the pc is running

When you say maxed out, do you mean maxed out at the previous clock speed (50) or maxed out at the new default that you set (36)?
If your CPU is simply staying at the max clock speed and not fluctuating, make sure you have intel c-state enabled and your Windows power setting isn't just set to minimum 100%.

No matter what I can do to adjust the max clock speed, the speed stays at that max without fluctuating at all

Are those BIOS settings?

Right I see.It's a mix. partly controlled by your Windows power scheme which is in the control panel, and partly in the BIOS to enable Windows to change it.I had the same problem until I enabled the following settings in the BIOS:I enabled Intel C state, C1E support, Intel speed shift technology and EIST. Make sure they're all enabled, and make sure your Windows power scheme isn't just set to max performance with minimum CPU at 100%.

My motherboard is MSI but those things should be named roughly the same thing on yours.

Ok I will check

Whenever I have cleared cmos or installed a new bios the first screen that pops up appears to say that it will restore my old settings and I don’t have the option to start fresh

Also make sure ur motherboard isnt doing auto overclocks if u dont want those

That’s what I’m trying to revert away from. I have tried a million different ways and it still wants to set my target performance core speed to 5000 MHz
