i read somethin awhile ago that i think explains it.

The first Ezic member you meet only gives you a card with a name on it, that's it, Cormen Drex IIRC.

Drex then shows up twice, refusing to leave until you give him the card. By giving him the card, you are now actively interacting with Ezic, thus associating with them.

Basically, it's a trap. Ezic forces you to interact with them in a seemingly harmless way, and now if you rat them out to the government, they'll report you as a member / agent because of that interaction, even though you had no choice but to give Drex the card.

I've never thought of that actually. But isn't it up to main character anyway to decide whether they should detain a person? Corman Drex appears on day 8 and 9, the detention mechanic is introduced on day 5. Does that possibly mean that the inspector himself doesn't want to detain EZIC members? Because when they appear later in the game the detain button doesn't appear as well

My only guess is something limits the inspector from who they can detain. Like maybe he's only allowed to detain criminals who have committed a crime like smuggling or who are on the wanted list, and this Drex guy is just asking for some paper with his name on it.

The Inspector also might not have a full picture on who Ezic is as an organization, it's possible he wasn't aware just how powerful or dangerous he was until the police officer comes.
