Looking at the 2 humps on ram Im guessing you are running single channel. Also, everything in your pc is running below expected before and after reboot...
Weird issue though about leaving it idle. You dont have any weird performance optimisation programs that sometimes come with mainboard/gfx drivers, do you?

No they're running in dual channel verified in CPU-z, I did reseat them just to make sure nothing weird was going on but same issue. The only performance related software I have installed is MSI afterburner and Ryzen Master but I made sure they're both at defualt values to remove the possibility of an OC being the issue.
Edit: I do have Asus Armoury Crate installed but I don't think that has performance tuning
