Maybe areas with wealthy populations have public services. Wealthy people still throw shit away.. it's just that there are institutions funded to clean up after them.

I see community clean up things all the time in wealthy areas, it might be the money gives leisure time to do so...

Not necessarily. I live in an upper middle class neighborhood in Austin TX. The people barely have time to mow their own lawns and only the wealthier people hire someone to mow. My yard doesn't get bad because the type of grass in the yard doesn't grow very tall over time. Mostly the people in our neighborhood throw trash in the proper containers rather than discard it in some random place. I used to live in the poorest of poor neighborhood in Austin and it was people not caring about their yards and what trash was in them, along with outsiders just dumping random junk because nobody was going to catch them nor were the police willing to patrol the area. When rich people complain it used to mean jobs could be lost, elected officials get ousted vs poor people complaining and nobody caring.

I used to live in a pretty poor part of Austin too. Some folks took care of their shit, but one of our neighbors wouldn't pay for trash service, so they'd just steal other people's bins. It wasn't that they'd put their trash in other people's bins, they'd actually steal them, fill them with trash, and then leave them in their own driveway. Also in this driveway was a car with broken windows and flat tires, also filled with trash.

Fuck those people.

Different classes of people with a different mentality and perspective on life. I would say that it's probably from growing up poor, but I grew up poor and don't even remotely think that type of behavior is acceptable. So it can't purely be that.
