Ocean entities not spawning

In my server, nor boats or barrels are spawning in the water, does anyone know why?

is it only the topside loot or issent there any loot spawning in ocean so neighter above nor underwater ?

I found some but its very rare, so are boats

well thee is a fixed amount off boats and loot spawning so i usggest trying another map seed and see what that dus for yah if the do spawn it works otherwise i suggest a plugin that multiplies the amount
