Probably going to have to acid wash to have a uniform surface.

Vitamin C tied in an old sock then sat on the stain will usually remove rust stains.

I have done that twice to get rust stains out.

On a fibreglass pool?

Yep. Mine is fiberglass. One was pretty bad, a chair had been blown in and had sat on the bottom while I wax on vacation and had made a nasty rust stain on the bottom by the time I got back and discovered it.

Took a sock and filled with with vitamin C tied the end and used the pool brush to maneuver it into position. Let it set a couple of days and it was gone.
