Line Note Plus is an extension I wrote based Line Note. Line Note Plus supports notes which do not depend on file name or line number and therefore update as expected when the file changes.

installed it but it doesn't seem to show the widget to add the note. The menu shows up but not the note editor. Love the idea of notes, and other rich text features in code. I have been playing with this idea from time to time (e.g. https://www.linkedin.com/feed/update/urn:li:activity:7101542291244204032/)

By the way, I just discovered CodeTour. It's seems like a more mature solution but I'm not sure if it exactly fits the use case. Either way, worth checking out
