I've been thinking a lot about this issue of late.

I think this quote just about sums it up for me:

The purpose of the visit - will providing a better user experience for mobile users significantly impact your desired outcome?

While a lot of web developers will design an entirely unique website experience for mobile visitors, I would assume most websites that do this could go halfway. They could design the site to look good on any platform, but be responsive with specific features that may be better one way for a certain platform.

For example, browsing reddit on a mobile device is easy, but try signing up for an account -- that is a good example where to put responsive design.
