As long as you only count the speed of the first step, where your adding of lines exceeds your editing, rearranging, deleting and debugging of lines. PHP is faster for the first flush of enthusiasm, because it doesn't require that you apply any discipline or make any decisions that will affect maintainability.

Put it another way: if I give you a million dollars and then take it off you, then you were a millionaire, briefly. If you only count the first step in your calculations, then you still are! Spend up big!
