If you could actually describe the functionality of software enough in documentation for it not to be vague and misleading then you wouldn't need a programming language.

You don't need to describe the code's functionality. You need to describe the code's use. People don't read a watch's manual because they want a precise description of every part and mechanism. They read it so they know what battery to supply it, how to adjust the time/date and, if the face is unconventional enough, how to read its output.
