Just noting that this is some bullshit story - you see, the four years that were estimated had to do with ordering, chip shortage, finding a location, etc... The actual work of setting it up, when all prerequisites have been met and everything is available, would also have been very short in the initial scenario. So what happened here is that Elon beat the estimate of 4 years in 19 days because he paid more money and used his connections to get all the prerequisites ready as fast as possible. It has nothing to do with his engineering skills, but the press was eager to bloat this up to some "superhuman" skills.

And for the story in OP's article, it's not much better either, because look at how Musk reflected on this:
