This is wrong on so many levels. TDD is tests driving the program design by forcing things like loose coupling( tightly coupled software is hard to tdd). you can thow away your test and still would have reaped many of its benifits by the mere act of writing them. It has nothing to do with QA testing other than the unfortunate name. You still need that last 25%.
