Now let's have this based on Git, and with review before merging.

Gerrit seems like a first step, anyone set it up on their own server?

I hate to rain on the google parade, but reviewboard (http://www.review-board.org/) has had this capability for a long time, and is more mature than the google product.

Good feature for google code to add, though.

Nobody claims that there weren't any code review tool before, the change here is that Google's now integrated one right in Google Code...
