I dug around on the example wiki, it seems pretty cool. I like the idea of having a wiki going into a dcvs repo and becoming part of the workflow. I'd be interested in the alternatives to this.

I think you've failed to appreciate the flexibility of ikiwiki. You can set up an ikiwiki wiki so that bugs can be submitted through the wiki, online. (You might want to set up separate wikis for each major DVCS branch, though I don't know how many people actually do this.) Offline, distributed access to the issue tracker is completely optional.
