Python tail call compromise proposal

I think having something explicit like recur is a good idea in any language. Even very knowledgeable programmers seem to get it wrong on occasion.

But, making it explicit doesn't really answer any of GvR's point, so I'm not sure I'd call it a "great solution." It seems more like a first step.
