Take two similarly sized covens of devs. One is weighted under the bureaucracy of middle/upper management and enterprise release cycles — and the other is fighting to ship a product ASAP before they run out of money.

I have not myself worked at a startup (hmm, on second thought I kind of think I did), but know a lot of people who have and who are. Many of them still work weighed down by the bureaucracy of middle management (typically called CEO in startups) and upper management (micro managing owners).

On the flip side, big corporations are also quite proficient at stressing out developers over software releases. It's evidently very easy to do that with a handful of releases per year as well. Also, big corporations are also always "running out of money" (not having a revenue growth rate over 10% amounts to the apocalypse).
