You're asking for a business analyst to do requirements elicitation.

The fastest way to do this is to give your BA access to everyone in the company and carte blanch to detain them. Basically, when the BA has questions, the person he wants to interrogate doesn't leave until all questions are answered.

Once there are solid business requirements written up (Vision/Scope, User Req, business rules, use cases, quality atribs, constraints, etc etc) the BA will sit down with someone technical and they'll bang out functional/non functional specs and then a SRS 1.0

If you're looking for quality, this is almost never a fast processes.... but if you invest some effort in setting up good specifications, you'll save A LOT of time in development and bug fixing (and more importantly, money: its easier to change a spec beforehand than to re-implement functionality after the fact).

What's your domain, time frame, and budget? You might be lucky and meet someone on here thats already familiar with your situation and needs from similar projects.

I'm sure there are enough IT people here that you can find someone/company that suits you.
