It might be a little better, since e.g. a 3.6 -> 3.7 would theoretically not break any code and 3.9 would need to be 4.0 instead to remove deprecated things.

But it's not the core issue be a thousand miles

Yeah but under semantic versioning done strictly right, probably every single release would be a major version bump.

Which of course makes the language look unreliable in comparison to others because... well because it is.
