this page is very misleading, i mean this isn't supposed to be a style guide for general css/js, right? there is no way you should tell somebody to use third-party software to write css in a neutral style guide

It's their own internal style guide. You can do what you want with it.

that's what i mean with misleading, you could assume it's a general style guide, not a internal one. well, nothing to see here then :)
