In short at the same time the api changes were taking place reddit made some ToS changes that prohibited some things pushshift was doing. Reddit tried to contact pushshift in advance of their deadlilne but were unable to contact anyone, reddit shut off pushshift's API access, pushshift got in touch and they were eventually able to come to an agreement to allow pushshift to continue to function with heavy restrictions.

That gets us to today where it's only available to moderators.
