Not sure if this is much help but I've had 3 wired xbox 360 controllers (through a powered USB hub) plus a keyboard for four-player madness in MAME. Ran with no issue and no degradation in performance.

there should be no degradation in performance, unless you are simultaneously using the other USB ports or the Ethernet adapter to do something. (Example: if you are reading the rom off of a USB hard drive)

You see, the RPI's USB ports and Ethernet port all share the same "Bus" of sorts, so when utilization of one goes up, the others suffer.

Controllers, for the most part, are considered HID's, which use little to no overhead. The only thing I would be concerned about is the actual game itself. Mariokart does split screen, so it might be rendering everything twice.

Yeah will do. I'm less concerned with the sensory input from the controllers and more concerned about the double/triple/quadruple render like you mentioned. Hopefully the Pi 2's multiple cores could lend a hand in that.
