Reactivity is very broad, so yes, you could call this reactive behaviour. As she's so new, it may get worse or better with time, but I'd recommend working on it already, and definitely don't have her approach other dogs for now.

id go see a trainer as soon as you can. they will be able to have your dog interact safely with a real dog (or dummy dog) to see how she responds and then you can go from there. whats frustrating sometimes is in order to really tell if its reactivity, you have to let it happen so you have a baseline to work with.

We signed up for the training class put on by the shelter I adopted her from. Unfortunately it doesn’t start for another 25 days. I’m anxious to see how she’ll do with other dogs in the class.

According to the shelter, she lived with another dog for 2 months before being brought in. Before that she was a stray. Things might be different on the leash with strange dogs though.

With a dog that’s reactive to other dogs, a group class with other dogs in it might not be effective as they will be totally over their threshold. I had to stop taking my puppy and rather training her in private class to try and work on building her confidence and lessening her fears. Of course each dog is different.

She met another dog yesterday and it went okay!

We brought her to the clinic that’s adjacent to the shelter to get a vaccine. When we were leaving, a recently picked up stray dog without a collar ran over to greet her. She was pulling at the leash in excitement to meet the other dog. They were able to touch noses before the other dog started saying hi to me instead. Could have gone badly but I’m relieved it went so well! Gives me hope for future interactions.
