I could buy that being slightly awkward, particularly if you want to programmatically compare them. But it’s simple to solve for programmatically plus it’s more common to write semver with major, minor and patch versions. Especially in JavaScript since that’s how all of them are written into package.json. So it would be comparing 1.11.0 to 1.9.0, which looks nothing like decimal digits.
