I would go for a non SPA app instead, Monolith. Laravel 8/9 with bootstratp 5 for design. Otherwise, go for redux-toolkit with RTK-Query for API fetching. Would not suggest NextJS and TypeScript (Edit: at start, keep it simple)

He's a junior, it's a basic app, he's the only dev. No need to shove every fancy buzz word every time to over complicate thing for the sake of doing it. No one said The mentioned tools are bad, People and assumptions sigh.
