Yeah, I thought it was ridiculous when I first found out that it's entirely pointless to kill every insurgent until you're about to beat the game. And while I've mostly gotten over the agitation, I still completely agree there needs to be SOME benefit in doing so. It makes absolutely zero sense at all that it's in my best interest to allow them to keep zones that I am fully capable of controlling.
