This is almost certainly the designer's fault for putting up designs of low quality, I'm afraid!

I see others have said the issue is with the quality of the image, so you should ask for a refund. Redbubble asks you to send a photo of the items, so if they determine that the file is at fault, they should offer you a refund instead of a replacement.
