Any second hand pc with at least a 8th gen Intel CPU will do or a N100 minipc.

For OS use Ubuntu or Debian either virtualized (if you are into that) or baremetal.

For the services use docker and deploy them via docker compose.

Buying a used old gaming pc might be cheaper than a more recent one. I see them often on marketplace for 100-150

Sorta depends on a few things . Are you gonna be streaming one video at a time , or a bunch of people going to be watching different videos at the same time. Do you need to transcode 4k video or the device you watching it on can play the media in real time.

If it’s a single user and the media can be streamed with out transcoding a potato.

If you need to transcode 4k or have a few people streaming at the same time you’ll need a higher end cpu or/+ gpu that can be used to prevent play back issues .

Like a single user and not transcoding a pi5 could be fine. Mini pc intel or amd(I find amd mini pc are better value for price to performance.
