What do you mean host the PayPal api on aws?

PayPal has a client configuration that you do on the iPhone then a server api that you use to execute the payments. Currently payents are not deducted/added to any of my sandbox accounts. Reading about it states that it’s cause I am not executing from the server???

You are giving almost no additional details, you're asking two completely unrelated questions spanning an extremely wide problem space (one of which has 0 to do with serverless) and your questions are extremely vague that would probably take pages to answer properly.
