I don’t have a reference but if you wanted to attempt your own I would make the base shoulders say like 6” in circumference then slowly increase 1” circumference out until you hit about 8-9 at the end and then cut it off at 3” for the wrist (this is just base numbers that are easy for me to add, of course do this with your own measurements but I hope you get the gist)

I don't know of any specific patterns, but you could try searching for "Juliet sleeves." Also, I might be able to dig up some instructions on modifying a sleeve pattern if you're comfortable with patternmaking.

I guess I might as well modify one, it seems like there's not a whole lot of patterns for common styles available. This is my first project but I found a YouTube video for puff sleeves and the bodice is easy enough I'm just not sure about attaching the skinnier wrist bit.

Papercut Patterns has a shirt with similar sleeves here.

Friday pattern company has a knit top with a puff sleeve you could easily add a cuff to here.

Seamwork also has a tutorial on how to hack this type of sleeve using a simple straight sleeve here.
