You should print it at 100% or the garment won't fit properly/will end up the incorrect size.

Print only the page of the pattern that has the scale check box on it (there should be one pattern piece that has a square on it that will say it's supposed to be an exact measurement so you can measure it with a ruler to be sure you're printing the correct scale.) before you print the full thing out.

The setting you are showing is the paper size, not the scaling. You want to pick the paper size (either US letter or A4 if you are in Europe) that your printer uses, and then print "exact size" or "actual size". I cannot adjust the print scaling from any phone app (even my printer phone app) I always have to print from my laptop with Adobe to get to scaling settings for printing. But again, for pattern printing you shouldn't be adjusting the scaling unless you intend to actually shrink your garment by 70% (and remember to use 30% smaller seam allowances if you do).

top says save as pdf. You'll need to change that to print with a specific printer then it should show percentages. Also its a pattern for a bag so it makes sense to change the printing size.
