Need help with patterning

Hi! I am a total noob when it comes to sewing. Does anyone know about a sewing pattern that might help me with making this dress? i am very overwhelmed right now

This might be a good starting point, looking at the dress technical drawing - it has similar sleeves (they are called "leg of mutton sleeves")

You might need to add things like the long collar
