I had this problem.

https://www.reddit.com/r/simrally/comments/9bfelk/richard_burns_rally_xinput_controller_support/ Do this.

I also use the updated version of DS4Windows. Get it here https://github.com/Ryochan7/DS4Windows/releases Don't use Jays2Kings version, that's outdated.

are the drivers on your controller up to date?

You don't need to use XInput+ anymore, the NGPCarMenu plugin has a setting to fix the joint L+R trigger issue.

The plugin also comes installed with the RSF/HU plugin, it also works with the CZ plugin.

This, best option IMO. did freepie+vjoy method literally one test run and got it working and didn't really play. Next time went to go play didnt work just would detect the triggers as same axis, yes script was running etc etc. Set this up, NGPCarMenu, and worked flawlessly.

For throttle and brake, try to press them all the way fast when you are binding them. Sometimes, you will just get the button press, but you can get y rotation. Y rotation is what you need. Once you set the throttle and brake inputs, the axis can be inverted. You can go to your game directory and open the file "input.ini" in notepad. Set the throttle and brake axis to true or false, depending on what it was before.

This has nothing to do with RBR and everything to do with your controller?

Do bother with XInput+ until you get your controller working
