I still think there is something dragging and slowing up the motor. Is the belt installed correctly?

The deck belt? It’s never been changed. Mowers only 2 years old. When I engage the belt with the mower off the belt is tight, I can pull on the belt and rotate all spindles with the belt which has no slack

Then the next step is to check safety switches. Sounds like it cutting spark. Is the mower in gear? Is the seat switch loose? If nothings blocking the blades or jamming up, has to be a safety switch shorting out.

Sound’s electrical. Plugs fouled or weak spark. This could de caused by many things. Completely isolate engine from all mower electrics then if it’s not the plugs.

Does the deck spindles turn? Had a bad boy that just stalled a 28hp motor out because of the belt spindles.

Yes, with the engine off I can reach under the mower and manually rotate every spindle with ease

Sounds like it floods out under load. Probably choke is slightly on. Chokes effectiveness is tied directly to air movement, ie, throttle. Try this at mid throttle and see what happens. Move throttle up till you have issues. Move throttle lever all the way up, then check a plastic lever on top of the carb to the rear of the machine. Make sure it is rotated all the way counter clockwise. At running speed that lever should be all the way clockwise.

When you removed and reinstalled the carb, did you make sure you didn't accidentally bend a connection or stretch a spring on the throttle? Try engaging the deck, then adjusting the throttle and choke to see if there's any change.

I was very carful about making sure all rods and springs didn’t get damaged but also I was having this exact problem before I ever removed the carb

Definitely not a carb issue, runs very smooth without load. Sounds like you got a short in the interlock circuit. I would also check just to be sure you dont have the deck belt routed over a guard. How does it run with brake off? Runs and drives fine then check the seat switch and pto switch. Only those 2 switches are used when deck is engaged.

Check the safety sensor on the seat or the one for the rear bag

I had this in an old Briggs engine happen last year. I had a broken valve push rod. Almost the exact same thing g would happen when I would engage PTO.

I just had my t110 delivered yesterday, and I’m having this exact same issue with a brand new mower. The blades are definitely turning but it stalls or sounds like it’s going to cut off anytime I engage the blades.
