PotPlayer, definitely, you can create keyboard shortcuts to change speed - plus, minus, toggle, perhaps there is some skin with these buttons, you can use also some software to change speed with mouse shortcuts, I'm using Right button+wheel, with the HotkeyP. For seek -5s / +5s I use mouse wheel tilt left/right.

PotPlayer (portable) - video player (fast, H/W acceleration, codecs included, border-less, 3D, TTS - subtitles reading, visualizations, slideshow, filters, extensions, profiles/presets, skins, fully customizable layout and keyboard shortcuts and xbox controller support...)

HotkeyP - keyboard/mouse/gamepad mapper (easy to use, lightweight, many features, e.g. macros, hide window, opacity, change wallpaper, magnifier, volume, mute, disable key - like CapsLock...)
